The premium of land-use planning (PAT), investment subsidy by the State to companies that perform creative job programs in certain priority areas of the country, will be revised. The three decrees necessary for the grooming, blocked pending the response from Brussels to new project map of PAT proposed this summer by Paris designations, are ready to receive the signature of the five ministers concerned. To meet the guidelines imposed by the European Commission on the regional aid for 2007-2013, the Government has chosen to focus the device over a smaller territory. The eligible population in this type of premium was reduced by half, from 9.3 million people. However, a little more than 4 million people will continue to benefit from the premium until 2008, on a transitional basis, prior to be permanently removed from this map that Brussels should give the green light before the end of the year.
At the same time, the national system, which must be in place at January 1, will be tightened and relaxed at a time. This will result in an increase of the minimum thresholds of intervention for the payment of the premium of 15 to 25 jobs in the case of a creation company and 30 to 50 jobs for an extension. In contrast, served bonus will no longer of 11,000 but 15,000 euros per job, in the most favourable cases. Similarly, for the sake of preserving industrial jobs, the new PAT may be granted for projects of consolidation and not only net creation of jobs, on the condition that investments reach to at least EUR 25 million, which excludes a priori of the device the smaller companies. The new device has however provided greater flexibility in favour of SMEs with fewer than 250 employees.

Thus, to take into account the important time that often requires the implementation of real programs, companies are awarded a franchise of five years, against three today, to realize their job creation. In addition, to improve their cash flow, the amount of the advance of the premium will now of 40, 33 today. Finally, the PAT, which will be more subject to a distinction between services and industry, will be extended to the R & D across the territory, "in coherence with the systems of aid from the poles of competitiveness".
Just over 30 million appropriations are entered in 2007 finance bill for the premium in the development of the territory, sum which may seem trivial, but which leverage on other AIDS was evaluated in a ratio of 1 to 5: 1 euro for PAT attributed causes an average of 4 euros in additional State aid. According to a study carried out by the DIACT (Interministerial delegation to the development and the competitiveness of the territory) hearing records, 20 of foreign investment projects could not be done without the allocation of this premium.
For the functions of 2006 (33 million euros of premiums), it is expected 12 jobs (8,300 in 2005), which would confirm a reversal of the trend towards the reduction of the number of cases observed since 2002.
